Tunis – The General Assembly of the African Commission of the International Congress SHIELD was held in an official session in the Tunisian capital, with the attendance of a number of official and media figures. The session also included the presence of a judicial officer and a legal notary, along with representatives from security agencies and several journalists who covered the event. Some members of the organization also participated virtually through the online platform, which allowed for greater interaction and engagement with attendees.
The meeting was chaired by Mr. Mohamed Khrouf, President of the Commission, and attended by Ms. Sonia Ben Khalifa, Vice President; Dr. Riad Daldoul, Treasurer; and Mr. Nour Eddine Chouchane, Secretary General of the Commission.
The agenda included the review of financial and organizational reports, an overview of activities conducted during the past period, and the discussion of a future action plan aimed at strengthening the organization’s presence in Africa. The focus was also on expanding the scope of work in promoting a culture of peace, defending human rights, and reinforcing values of coexistence and social justice.
In his opening speech, Mr. Mohamed Khrouf emphasized the pivotal role played by the African Commission in spreading the values of tolerance and enhancing cooperation among nations. He praised the executive team’s commitment and their dedication to fulfilling the organization’s objectives with a spirit of responsibility and coordinated effort.
The session also marked the celebration of the official opening of the International Congress SHIELD’s office in the Republic of Tunisia—an event considered a major step toward strengthening the organization’s regional presence and reaffirming its commitment to the principles of peace, human rights, and international cooperation.
Mr. Khrouf stated:
“We are pleased and honored today to celebrate together the opening of the International Congress SHIELD office in the Republic of Tunisia. This milestone is a significant step in reinforcing the organization’s regional presence and reaffirms its unwavering commitment to the principles of peace, human rights, and international cooperation.”
He added:
“Tunisia has always been a land of dialogue and openness, a model in supporting humanitarian and developmental causes. Therefore, choosing Tunisia to host this office is not coincidental—it is a recognition of its status and effective role in building bridges of communication and understanding between peoples.”
He continued:
“We hope this office will serve as an active platform for implementing programs and initiatives that benefit local communities and enhance collaborative efforts with government institutions and civil society, working toward a future of peace, justice, and human dignity.”
The meeting concluded with a set of unanimously agreed-upon organizational and strategic recommendations, with participants praising the high level of professionalism and coordination. This reflected the collaborative spirit within the Commission and reaffirmed a strong commitment to progress toward shared goals.
In closing, the International Congress SHIELD extended its gratitude to all those who contributed to the success of this project, calling on all partners and stakeholders to expand avenues of cooperation and partnership for the benefit of Tunisia and the entire African region.

Continuous Meetings to Strengthen the Role of Students
The headquarters of the International Shield Organization has witnessed a series of meetings that brought together the organization’s officials and students, attended by its president, Dr. Saleh Daher, to discuss the challenges they face in their educational journey, whether academically or socially. Dr. Saleh Zaher emphasized during these meetings the need to provide the necessary support for students, stressing that education is the key to success and that empowering youth enhances their ability to build a better future for themselves and their communities.

The Emergence of the International Union for the Defense of Foreign Students
From the International Shield Organization’s interest in supporting students and enhancing their rights, the International Union for the Defense of Foreign Students emerged. It aims to provide legal, social, and educational assistance to expatriate students, protecting them from any discrimination or obstacles they may encounter during their studies abroad.
The union works to unify international efforts to ensure a safe and stable educational environment for foreign students. It also seeks to strengthen cooperation between universities and educational institutions worldwide to provide equal opportunities for all, regardless of their cultural or social backgrounds.

The Student Union in Ukraine was established following a conference attended by diplomatic and official representatives in the city of Odesa.
On May 25, 2017, in the city of Odesa, the International Union for the Defense of Students – Ukraine branch, which stems from the International Shield Organization, held a conference titled “The Main Ways and Fields of Educational Integration for Foreign Students in Ukraine,” attended by diplomatic and official representatives and students from various nationalities across Ukrainian cities.
The session was attended by a representative of the city governor, the Consul of Romania, representatives from the Ministries of Education and Health, the Ukrainian Prosecutor’s Office, the Immigration Department, security agencies, the head of the city council, a representative of the International Red Cross, as well as representatives of social, humanitarian, and media organizations, student companies, journalists, writers, and others.

With the emergence of the International Union for the Defense of Foreign Students, there is now a specialized entity working to secure the rights of expatriate students and empower them to achieve their dreams without obstacles. We at the International Shield Organization strongly condemn the Israeli aggression manifested in the airstrikes and military incursions into southern Syrian territories. These attacks represent a blatant violation of international humanitarian law and a flagrant assault on the sovereignty of an independent state and a member of the United Nations.
The repeated Israeli attacks on Syrian lands reflect an ongoing aggressive approach aimed at fueling regional tensions and destabilizing the area. The organization emphasizes that these assaults add to Israel’s dark record of violations, including crimes committed against the Palestinian people, particularly the war crimes and crimes against humanity that are perpetrated daily in the Gaza Strip.
Violation of International Law and Breach of State Sovereignty The International Shield Organization asserts that any military operation within the borders of a sovereign state without United Nations authorization or a legal mutual agreement constitutes an act of aggression under international law. The repeated Israeli bombing of Syrian territory violates the United Nations Charter, which stipulates respect for state sovereignty and non-interference in internal affairs.
Israel uses military attacks as a tool to achieve narrow political goals, exploiting international silence and the failure to enforce international laws against it. This ongoing aggressive approach intensifies regional instability and pushes the region toward more conflicts and wars.
The International Community’s Responsibility to Stop Israeli Violations The International Shield Organization warns of the danger of these continuous attacks without accountability and calls on the international community, including the United Nations and the Security Council, to take urgent measures to stop Israel’s ongoing aggression. The organization also urges major powers to abandon the double standards in dealing with Israeli violations and to impose effective sanctions on Israel to halt its hostile actions.
Warning of a New Escalation in the Region These Israeli attacks are not only a violation of Syrian sovereignty but also a clear attempt to expand the conflict in the region, especially given the explosive situation in Palestine, where Israel continues to commit acts of genocide against civilians in the Gaza Strip. It seems that the Israeli Prime Minister, wanted internationally for war crimes, seeks to export his internal crises by igniting new conflicts in the region.
Call for International Solidarity The International Shield Organization calls on all human rights and humanitarian organizations worldwide to take urgent action to stop this repeated aggression. It also urges governments and international institutions to take concrete steps to stop Israeli crimes and ensure that those responsible are held accountable before international courts.
Israel’s continued violation of international laws without deterrence is a direct threat to global peace and security, necessitating a decisive global stance to put an end to these aggressive policies.
