Brussels Document 2026 at the Heart of the Expected Outcomes… An International Forum Creating Space for Dialogue on Human Rights, Fundamental Freedoms, and Peaceful Coexistence

Brussels – 27 September 2026

As the Brussels International Forum 2026 approaches, the International Congress SHIELD continues its preparations to hold this international gathering in the Belgian capital on 5 and 6 October 2026, amid diverse institutional and international engagement and the participation of figures and organizations from different regions and countries.

Over the past weeks, the organization has received a number of messages and communications from European, international, and diplomatic institutions, conveying wishes for the success of the Forum and its proceedings, as well as acknowledgments of receipt of invitations and their referral to the relevant authorities.

The Forum will be held under the theme:

“Human Rights, Fundamental Freedoms and Peaceful Coexistence: Building Bridges of Cooperation, Dialogue and Mutual Understanding Among Peoples and Cultures.”

The gathering is being organized as a space for dialogue on human rights and fundamental freedoms, the promotion of understanding among peoples and cultures, and the discussion of international and humanitarian challenges that require greater cooperation and shared responsibility.

At the European and international institutional level, the International Congress SHIELD has received a number of messages from European and international institutions during the preparations for the Forum, including messages conveying clear wishes for the success of the event and its proceedings.

Among these was a message from the European Commission Representation in Belgium, which referred the invitation to the relevant department within the Directorate-General for Education, Youth, Sport and Culture and the Erasmus+ programme, and concluded with wishes for the successful organization of the Forum.

The organization also received a message from the European Youth Foundation – EYF, expressing its wishes for every success for the Forum. It also received a message from the European Education and Culture Executive Agency – EACEA, expressing wishes for fruitful exchanges of experience and constructive dialogue.

A message was also received from the European Union Agency for Fundamental Rights – FRA, conveying its best wishes for the event, as well as from the European Economic and Social Committee – EESC, through the Office of its President, expressing wishes for the successful organization of the Forum.

The organization also received a message from Unia, conveying its wishes for the full success of the Forum, as well as a message from the International Relations Office of the City of Brussels, conveying the thanks of the Mayor’s Office for the invitation and its wishes for the successful organization of the event.

The organization further received a message from the United Nations Office for Disaster Risk Reduction – UNDRR, Regional Office for Europe and Central Asia, expressing appreciation for the invitation and wishing the Forum success.

In an institutional context, the organization received a message from the ECOSOC and NGO Support Branch acknowledging receipt of the invitation addressed to the Forum, as part of the institutional communications undertaken by the International Congress SHIELD in preparation for the event.

The International Congress SHIELD also received a message from the King Baudouin Foundation – Fondation Roi Baudouin, confirming that the invitation had been forwarded to relevant colleagues within the Foundation, together with wishes that the Brussels International Forum 2026 would be an inspiring gathering in October and continued success in the organization’s activities.

These messages form part of the institutional and international communication accompanying the preparations for the Forum and reflect the broad institutional engagement surrounding its preparation, without necessarily implying the participation of the institutions concerned in the Forum itself.

At the diplomatic level, the International Congress SHIELD has also received a number of messages expressing appreciation for the invitation and the efforts associated with the Forum, together with wishes for success.

The organization also received a message from the Mission of the State of Palestine to the Kingdom of Belgium, the Grand Duchy of Luxembourg and the European Union, which commended the efforts of the International Congress SHIELD in promoting international dialogue and cooperation and defending human rights and fundamental freedoms. The Mission also wished the Forum and its participants success and expressed hope that its discussions would produce fruitful outcomes contributing to peace, justice and human dignity.

The organization also received an official letter from His Excellency the Ambassador of the Islamic Republic of Mauritania to the Kingdom of Belgium, conveying wishes for success in the work of the Forum.

Alongside this institutional and international engagement, the Forum will bring together a number of figures from diverse professional and institutional backgrounds, including diplomacy, journalism, human rights, civil society and international relations.

Among the confirmed participants is Ambassador Mohamed Al-Ney, Secretary-General of the Arab Economic Unity Council, who will participate in the Forum as part of the Arab presence at this international gathering in Brussels.

Also participating is Counselor Ahmed Salem Soudin, President of the Arab Union for Investment and Real Estate Development, affiliated with the Arab Economic Unity Council of the League of Arab States, as part of the diverse Arab participation connected with cooperation, development, and international relations.

The list of participants also includes figures with experience and standing in journalism and the media, including the President of the Journalists’ Union in Odesa, as well as Arab figures with experience in government and diplomatic affairs, including a former Deputy Prime Minister of Jordan, in addition to a number of human rights, humanitarian and media figures from Arab, European, Asian and African countries.

These participations form part of a program addressing a range of humanitarian, human rights, and international issues, providing an opportunity to exchange perspectives and experience on the challenges facing individuals and societies and on ways to strengthen dialogue, cooperation, and peace.

At the heart of the Forum’s expected outcomes is the Brussels Document 2026, which is being prepared as a comprehensive humanitarian document reflecting the dialogue, discussions and recommendations that will emerge from the Forum.

The document seeks to articulate shared principles and aspirations related to the protection of human rights, fundamental freedoms and human dignity; the promotion of peace, peaceful coexistence and dialogue; the protection of civilians; support for human security; addressing the consequences of wars and crises; and strengthening international cooperation in confronting humanitarian, social and environmental challenges.

The document will also address a number of issues related to refugees, migrants and human trafficking, freedom of expression and the right to access information, the risks of digital disinformation and hate speech, as well as climate issues, food and water security, intercultural and interfaith dialogue, and the fight against racism and discrimination.

The Brussels Document 2026 is expected to serve as a summary of the discussions and recommendations emerging from the Forum’s sessions. It will be read and discussed before its adoption at the conclusion of the Forum, as an expression of shared human aspirations that transcend borders and differences.

The Brussels International Forum 2026 will bring together a diverse range of figures, representatives of civil society organizations, international organizations, and human rights and humanitarian actors, alongside participants from different countries and national backgrounds across Europe, the Arab world, Asia and Africa.

The list of participants and attendees includes figures from Ukraine, Moldova, Romania, Luxembourg, Austria, Mauritania, the Netherlands, Jordan, Algeria, Sweden, Palestine, Libya, Morocco, Tunisia, Syria, Iraq, the United Arab Emirates, the Kurdistan Region, Afghanistan, Kuwait, Belgium, Egypt, Lebanon, Indonesia, France and Germany, alongside representatives and figures from a number of other African and Asian countries.

This diversity reflects the Forum’s nature as a space for dialogue among cultures and communities, bringing together diverse voices around human rights, fundamental freedoms, peace, human security and peaceful coexistence.

The diversity of the participants is not limited to geographical backgrounds. It also includes figures from the fields of human rights, humanitarian action, civil society, media, international relations, cooperation and development, creating opportunities for the exchange of experience and perspectives from different backgrounds.

Through this diversity, the Forum seeks to create a shared space for dialogue and understanding, beyond political and geographical differences, while placing human beings, their dignity and their fundamental rights at the center of attention.

The issues facing Indigenous peoples represent a living extension of the roots of human history and a fundamental line of defense for the planet’s biological and environmental diversity. As contemporary challenges arising from resource extraction projects and globalization continue, there is an increasing need for a balanced human rights and diplomatic discourse that places the rights of these communities at the forefront of international justice priorities.

Grounded in the universal principles of human rights, and firmly believing that cultural, ethnic, and religious diversity represents a human asset and a source of strength and social cohesion, International Congress – SHIELD affirms that respecting differences and combating discrimination are fundamental to justice, peace, and stability.

The rights of Indigenous peoples lie at the heart of these principles, as an inherent right to land, existence, identity, culture, and dignity. Historically, and to this day, Indigenous communities have faced various forms of marginalization, displacement, exploitation, and loss of their lands and resources, alongside threats to their languages, traditions, and ancestral knowledge.

Protecting the rights of Indigenous peoples requires recognition of their rights to their ancestral lands and resources, protection of their identities, languages, and cultures, meaningful participation in decisions affecting their future, and rejection of all forms of displacement or discrimination under any pretext.

The protection of these communities is also closely linked to environmental protection, biodiversity conservation, and addressing climate change, given the traditional knowledge and generations of experience they possess in safeguarding nature and its resources.

International Congress – SHIELD emphasizes that true justice cannot be achieved through exclusion or marginalization, and that all peoples and individuals are equal in dignity and rights. Accordingly, protecting Indigenous peoples is not merely a local responsibility, but a shared human and international responsibility requiring genuine political will and the transformation of international principles and instruments into practical measures that protect land, identity, and fundamental rights.

Respecting diversity means respecting humanity, and protecting the rights of Indigenous peoples means protecting an essential part of our shared human heritage.

There are agendas that feed on the conflicts and divisions of people, accumulating wealth and influence at the expense of the suffering of communities, while working to weaken the awareness of young people and drain their energies, turning them from a force capable of shaping the future into fuel for conflicts that serve neither their interests nor the future of generations to come.

When the awareness of young people is undermined by disinformation, hatred, fanaticism, and addiction, their energies become easier to manipulate and exploit, while natural differences among peoples and communities are transformed into tools for division and conflict.

Therefore, protecting the awareness of young people is not merely an educational issue; it is a human responsibility related to protecting communities, safeguarding the future of generations, and preserving every person’s right to determine their own future free from manipulation and exploitation.

Young people across the world, with your beliefs, languages, cultures and human diversity, do not allow anyone to turn your differences into hostility, your anger into violence, or your energies into tools for destroying your communities and the future of generations to come.

You are not a generation waiting for the future; you are an essential part of shaping it. Your strength does not lie only in your numbers, but in your awareness, your ability to think independently, distinguish truth from disinformation, and transform your energies into a force for constructive action and positive change.

Racism, discrimination, sectarianism, marginalization, poverty and corruption, together with drugs, addiction, hate speech and disinformation, are not separate challenges. When these problems accumulate, they weaken societies and exhaust the human spirit, creating an environment that can be exploited to deepen divisions and ignite conflicts.

Therefore, change begins with you. Resist addiction, verify information before believing or sharing it, reject racism and hate speech, and respect the diversity of people and cultures. Take part in voluntary and humanitarian work, support the most vulnerable, and connect with young people from around the world to build bridges of dialogue, understanding, and cooperation.

Do not wait for others to create your future. Create it yourselves through knowledge, awareness, action, and responsibility. Make your differences a source of strength, your diversity a bridge toward greater understanding, and your energies a means of building a future founded on greater security, justice, and dignity.

Damascus, Syria — A delegation from International Congress Shield – Syria Commission visited the Syrian Ministry of Health in Damascus for a meeting focused on strengthening health and humanitarian cooperation and exploring opportunities for institutional partnership.

The meeting brought together representatives of International Congress Shield and officials from the Syrian Ministry of Health, including the Assistant Minister of Health, Dr. Zuhair Qarat, Director of Planning and International Cooperation at the Ministry of Health, and Dr. Abdullah Hilal.

Discussions focused on ways to strengthen coordination between International Congress Shield and the Ministry of Health and to explore potential areas of cooperation in the health and humanitarian sectors.

The meeting also addressed the importance of developing institutional channels of communication and cooperation with humanitarian and international organizations, with the aim of supporting health initiatives and contributing to programs that respond to community needs.
