As part of its continuous efforts to support scientific research and strengthen academic cooperation across borders, the Romanian city of Arad witnessed an important diplomatic and educational event, where the International Congress SHIELD signed a strategic international partnership and cooperation agreement with the Romanian state university “Aurel Vlaicu University of Arad” (UAV).

High-Level Official Visit and Mutual Recognition

The agreement was signed during an official high-level visit by the Commissioner of the International Congress SHIELD in the Republic of Moldova, Mr. Fyodor Kilish, to the university headquarters in Romania. He and the accompanying delegation were welcomed by the University Rector, Dr. Ramona Lile, along with several academic leaders.

The meeting included extensive discussions on ways to activate joint cooperation, as well as the exchange of commemorative shields and certificates of appreciation in recognition of the shared humanitarian and educational efforts. The occasion was reflected in commemorative photographs bringing together Mr. Kilish and Dr. Ramona Lile.

Dimensions and Strategic Goals of the Agreement

This agreement represents an extension of the long series of international partnerships and agreements led by International Congress SHIELD with major universities and governmental institutes around the world.

The university is distinguished by its strong academic structure, which includes nine main faculties covering various scientific and humanities disciplines, including:

Scientific and Engineering Sector

This includes the Faculty of Engineering with its various specializations such as automotive engineering and mechatronics, the Faculty of Food Engineering, Tourism and Environmental Protection, in addition to the Faculty of Exact Sciences, which includes mathematics and computer science.

Humanitarian and Educational Sector

This sector includes the Faculty of Humanities and Social Sciences, the Faculty of Educational Sciences, Psychology and Social Work, in addition to the Faculty of Theology.

Economic, Creative, and Sports Sector

Represented by the Faculty of Economic Sciences, the Faculty of Design, and the Faculty of Physical Education and Sports.

The importance of this partnership lies in the fact that the university adopts the European Credit Transfer and Accumulation System (ECTS) across all bachelor’s, master’s, and doctoral programs, granting its degrees full international recognition and opening broad opportunities for the organization and its beneficiaries to integrate into the European educational system.

The signing ceremony concluded with both parties emphasizing that this agreement is not merely a diplomatic protocol, but a practical step toward building strong bridges of knowledge that serve humanity and support future generations.

The International Shield Organization has received an official invitation from the European Civic Forum (ECF) to participate in the launch event of its annual Civic Space Report, scheduled to take place on May 13, 2026, at the European Parliament in Brussels.

This event comes within the framework of ongoing European efforts to strengthen the role of civil society and to address the challenges facing its work at both national and EU levels, particularly in light of current political and legal developments.

The event will be held under the title:
“The Brussels Effect: Why the EU increasingly shapes the space for civil society, and how to respond?”

The event is expected to bring together a wide range of participants, including civil society organizations, human rights defenders, Brussels-based networks, representatives of EU institutions, international human rights bodies, donors, and journalists. This reflects the importance of the report as a key reference for assessing the state of civic space in Europe.

The program will include a presentation of the report’s key findings, followed by an interactive panel discussion highlighting current challenges, particularly the increasing pressures on the funding of civil society organizations and their impact on independence and advocacy roles.

The discussion will also focus on the implications of growing political scrutiny of non-governmental organizations, especially regarding their watchdog and advocacy roles, and how this may contribute to shrinking civic space and enabling trends that could affect democratic engagement.

A Strategic Step to Strengthen Human Rights and Regional Cooperation in Eastern Europe

As part of its ongoing efforts to expand its humanitarian and human rights activities, the International Congress Shield has officially announced the licensing of its new branch in the Republic of Moldova. The registration decision was issued by the Public Services Agency of the Republic of Moldova, marking a strong legal launch for the organization in the heart of the capital, Chisinau.

Legal Recognition and Humanitarian Mission
This decision (No. 1026620001581) represents a culmination of the organization’s efforts to institutionalize its activities within Moldovan territory. Mr. Feodor Gilitch, a prominent human rights activist, has been appointed as Director of the branch to lead the next phase, which aims to build bridges of cooperation between Moldovan civil society and international institutions.

At a critical historical moment for humanity, our collective responsibility to protect civil peace, uphold human dignity, and confront all forms of manufactured chaos that threaten the present of nations and the future of generations has become more urgent than ever.

The International Shield Organization issues an urgent appeal to all peoples of the world, as well as to intellectual, legal, and humanitarian elites, to exercise the highest levels of awareness and vigilance in the face of attempts by certain actors or transnational forces seeking to fuel wars and armed conflicts, ignite areas of tension, and create artificial crises across political, economic, social, and cultural spheres.

The Organization also warns against global forces and entities that benefit from wars and international conflicts, whether through arms trading, the imposition of hegemonic policies, or the pursuit of political and economic interests at the expense of the stability of nations and the safety of humanity.

History has demonstrated that conflicts do not always arise spontaneously; rather, they are often manufactured within narrow circles of interest, fueled by hate speech, the exploitation of collective fears, and the manipulation of beliefs and religious myths, transforming them into tools of division and confrontation among peoples, thereby threatening human security and international peace.

What the world is witnessing today, particularly in the Middle East and other regions, in terms of escalating crises, wars, and armed conflicts—along with threats involving weapons of mass destruction—places an urgent moral and legal responsibility on the international community and all peoples to prevent the expansion of chaos and devastation.

Public awareness constitutes the first line of defense against these challenges. Conscious societies are not driven by rumors, nor are they drawn into narratives of incitement and hatred, and they do not allow religion, identity, or affiliation to be exploited in the service of destruction and disorder.

Accordingly, the Organization calls for immediate and practical steps at both the national and international levels, including:

  • Promoting a culture of legal and humanitarian awareness across all state institutions and civil society.
  • Countering misinformation, incitement, and hate speech through awareness programs and independent, credible platforms.
  • Adopting community-based and strategic plans to address both artificial and natural crises and disasters, ensuring the protection of civilians and public property.
  • Encouraging dialogue, tolerance, and international peace, while imposing sanctions on actors that undermine global security.
  • Establishing urgent global partnerships among governments, international organizations, and civil society to strengthen human security and prevent the escalation of crises.

The responsibility to protect the world from sliding into catastrophe does not rest solely with governments; it is a shared responsibility of every individual, institution, and organization that believes in the primacy of human dignity and recognizes that peace is not merely a political option, but a moral obligation and a fundamental right.
