The International Congress Shield in Ukraine
It’s not a question of burden-sharing. It is a question of the distribution of global responsibility, not only in terms of the broad idea of our ordinary belonging to the human race but also in specific international legal obligations. Wars and hatred are the sources of the problems, not the people who flee from them; refugees are among the first victims of terrorism.

On September 5, 2019, at the address Odessa, Primorsky Boulevard, 11, Londonskaya Hotel, an international conference was held on the topic: “The situation of refugees, immigrants and stateless persons in the world. Ways to solve this problem”.
The initiator of this conference was Daher Saleh Muhamed – President of the International Congress for the Protection of the Rights and Freedoms of Citizens “SHIELD.”
Representatives of state bodies, diplomats, representatives of different countries, representatives of international organizations, and human rights activists participated in the international conference.
Questions were considered:
1. The current situation of refugees and stateless persons in the world.
2. Views, opinions, and proposals for solving this problem.
3. Preparation and adoption of a decision by an international conference on this situation.
The purpose of the international conference was to stop the spread of refugees, immigrants, and stateless people in the world, which has reached the number of almost 80,000,000 people, which is a dangerous number, to develop and find a way out of the situation of refugees, immigrants, and stateless people.

12/29/2020 On the eve of the New Year, representatives and the President of the International Congress “Shield” Daher Saleh Muhamed visited the temporary accommodation center for refugees in Odessa. We congratulated the children on New Year’s holidays and presented them with sweet gifts. Thanks to our attention and care, the children have become happier.

At Shevchenko Ave., 1, a round table was held on the topic: “respect for the rule of law and the rights of citizens at the current stage of development of Ukraine. (Condemnation of law violations about citizens of Ukraine, journalists and promotion of tolerance).” The organizers were the public organization “International Congress for the Protection of the Rights and Freedoms of Citizens “HIELD””
More than twenty-five state organizations and public representatives of communities took part: deputies of the Odesa City Council, representatives of the Ministry of Internal Affairs of Ukraine, representatives of the Migration Service of Ukraine in the Odesa region, the International Organization for the Defense of Human Rights, the Head of the Odesa regional organization of the National Union of Journalists of Ukraine, the VGO “”GOU” Nardna Rada “Public formation for the protection of public order and the state border “special detachmententer” Department for Combating Organized Crime at the State Public Educational Institution “aaroundRada” Medical Center “our Health” Georgian Diaspora “veriyach-akartvelo” representative of the Turkmen community, the Muslim community in the Odesa region, the Roma community in Ukraine, a representative of the Dagestan community, the Chechen community in Odesa, a representative of the Pakistani and Afghan communities. Human rights activists, lawyers, jurists and media representatives, the information portal “”kraine in Arabic”” the UMMA news agency and the international union also expressed their opinions.
The following topics were discussed: the state of the rule of law at the current stage of Ukraine’s development and statements by representatives of law enforcement agencies.
Statements from diasporas and national minorities. Consideration of an appeal to the ccountry’sleadership on respect for the rule of law and the rights of citizens.
Accepted appeal to the country’s leadership on respect for the rule of law and the rights of citizens.
Based on the results of the round table, a collective appeal was prepared and signed by all participants to the President of Ukraine, the Head of the Verkhovna Rada of Ukraine, the Prime Minister, the Prosecutor General of Ukraine, and the Minister of Internal Affairs of Ukraine with a request to the government of the country to ensure constitutional order in the country, to remove illegal armed and hooligan groups from the streets and organizations, oblige law enforcement agencies to fulfill their duties by the Constitution and legislation of Ukraine.



We work to encourage respect for human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion, activating the language of dialogue and peaceful coexistence, rejecting violence, extremism, and racial discrimination, defending the freedom of thought and expression, and striving to establish justice and equality all over the world.
The World Shield Organization does not receive financial support, aid, or even directives from countries, governments, movements, and political parties.

On December 18, 2016, on the eve of the bright holiday – St. Nicholas Day, a bright and cheerful holiday took place, which plunged both children and adults into a magical fairy world for several hours.
The main organizers of the holiday were the International Organization “Shield,” headed by President Daher Saleh Muhamed, together with the Charitable Foundation “The Road to Freedom,” represented by President Lyudmila Mikhailovna Tkachenko.
An entertainment program for children was presented by the vocal and dance ensemble “Edelweiss” from the city of Belgorod-Dnestrovsky. Children listened to New Year’s songs during the event, danced in the round, sang, recited New Year’s poems, and danced in round dances. Saint Nicholas presented prizes for participating in competitions.
At the end of the merry holiday, each of the children received a sweet gift, and then they could treat themselves to sweets and fruits.
On June 19, in the Central House of Officers of the Armed Forces of Ukraine in Kyiv, the II All-Ukrainian Forum of National Minorities “We are one people” was held. The Forum was initiated by members of the board of the International Public Organization “International Union” together with the Public Council of the Ministry of Foreign Affairs of Ukraine, the public organization “New Generation of Ukrainian Scientists,” the Union of Lawyers of Ukraine and the All-Ukrainian Union of Public Organizations “For Civil Society.” The Forum was attended by guests and participants from different diasporas, representations of foreign states and minorities in Ukraine, including the President of the Shit International Congress, Mr. Daher Saleh Muhamed. The event’s central theme focused the speakers’ attention on the search for positive and practical solutions that need to be offered to the country’s leadership for further cooperation of the Ukrainian state and society in ethnonational relations.
Larisa Abramovich, chairman of the International Union International Public Organization board, was the first to take a welcoming speech. In her address to the guests and participants of the event, she emphasized the importance of holding this Forum from the standpoint of the realities that are taking place in Ukrainian society and the state as a whole.
Mr. Salekh also presented; in his report, he called for an example of tolerance for the whole country from Odessa, where representatives of 132 nationalities live peacefully; he further noted that migration problems are becoming increasingly more acute globally. According to some estimates, there are up to 200 million migrants on the planet, and many people may leave their country to move to another. Economic migrants prevail over people looking for higher earnings and more stable living conditions.
Not a minor role is played by safety problems, obtaining better education, and medical care.
It should be noted that Ukrainian law is highly loyal to the category of “refugees.” In particular, the expulsion or forced return of a refugee to the country he came from and where his life or freedom is in danger is prohibited. Family members of a person who has been granted refugee status for family reunification have the right to enter Ukraine and receive refugee status. Thus, an Asian illegal breaking through to Ukraine can call his entire large family to him without any problems. Refugees have equal rights with citizens of Ukraine. So, for example, in marriage and family relations (in case of marriage with a citizen of the country, a refugee has the right to obtain Ukrainian citizenship), to move and freely choose a place of residence, to voluntarily leave the territory of the country, to work, entrepreneurial activity …
The large scale of migration has raised many questions for people, governments, and the public. The Congress, in its work with migrants, faced the problem that by-laws prevail over the law; for example, a foreigner comes to study, during his studies, he marries or marries a citizen of Ukraine, he has a child, a citizen of Ukraine, accordingly his status changes, he becomes a member of the family a citizen of Ukraine. He can legally stay on the territory of the country. However, there are no isolated cases when the workers of the migration service offer him to leave for the country of origin, then return, and only after that apply for permission to immigrate to Ukraine. There are many problems with obtaining refugee status. The state needs to decide on the migration policy, to prescribe in more detail the mechanism for implementing the laws of Ukraine on emigration on the level of foreigners and stateless persons, and, of course, there should be a controlling function of society, represented by public organizations.
We propose not only in Kyiv but also in all regional centers to create cultural centers, the purpose of which will be the adaptation of immigrants, the preservation of the culture of ethnic groups, teaching the customs and history of ethnic groups,
to explain and protect the rights and obligations of foreign citizens and stateless persons – immigrants, refugees, internally displaced persons, citizens of Ukraine, to acquaint all of the above persons with the culture, traditions, and sights of Ukraine. Expansion of cooperation with the judiciary, law enforcement agencies, justice bodies, state authorities, and local self-government bodies, with other instances and organizations, civil and charitable organizations.
The Forum ended with the final approval and signing of the Recommendations of the II All-Ukrainian Forum of National Minorities of Ukraine regarding urgent measures to implement the state ethnonational policy of Ukraine.


On July 3, 2017, a solemn celebration of the 70th anniversary of the First Deputy Hetman, Supreme Ataman of the Ukrainian Cossacks Anatoly Ivanovich Petko took place.
Representatives of the Ukrainian Cossacks from many countries came to congratulate the day’s hero: from Moldova, the Pridnestrovian Moldavian Republic, Bulgaria, and others.
On behalf of the International Organization, “Shield” congratulated the President of the organization, Professor Dager Saleh Mukhamed, because he holds the post of General Cornet, Advisor to the Field Hetman of the Ukrainian Cossacks on international relations and protection of citizens. The day’s hero was presented with a beautiful commemorative sword and other souvenirs from the Middle East.
Many wishes and pleasant words were heard during the event.
Also, at the celebration, representatives of the Ukrainian Cossacks were awarded, who, with honor and dignity, defended the Ukrainian land in the zone of the Anti-Terrorist Operation.

Today, December 28, 2019, the International Congress “Shield” held a children’s New Year’s party in Odessa.
About 500 children from socially vulnerable segments of the population were invited to the event – these are disabled children, orphans, children from low-income families, refugees, and migrants from hot spots of Ukraine, now living in Odesa and the region.
As the President of the International Congress “Shield” Saleh Muhamed Daher noted, the organization annually organizes such a holiday.
– We want to make children happy, show them that they are not alone and loved and that we will always be with them. We always emphasize that children are our future, and what it will be depends on us. In addition, the deputy of the regional council, Alexey Kobylnikov, on behalf of the chairman of the Regional Council, Sergei Parashchenko, also joined in the holiday, congratulated all the children on the upcoming holiday, and thanked the SHIELD organization, Imad AlAlem, director of LLC. “Zatoka,” Lyudmila Tkachenko, head of the “Road to Freedom” charitable foundation, chairman of the National Souza of Journalists of Ukraine in the Odesa region, Yuri Rabotin,
Thus, the Regional Representative Office of the International Organization for Education and Development in Moldova and the Center for Military-Historical Geography in Moldova awarded the President of the International Congress “Shield,” an international corporate medal for many years of work to strengthen the principles of human rights and freedoms.
The public organization “Caring Heart” took part in the event; its head, Sergei Kushchinsky, said that the organization opened a number of social facilities in Odessa and provided support to the children of the Suvorovsky district in various formats.
“We brought to the holiday the children of the Suvorov district, who distinguished themselves over a certain period of time by their achievements in various fields, be it sports or creativity,” said Sergei Kushchinsky.
Young guests were treated to New Year’s gifts and sweets during the holiday, and a theatrical entertainment program supported the fun atmosphere.
