The International Covenant on Civil and Political Rights of 1966 stipulates, “Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.”
According to the International Convention on the Elimination of All Forms of Racial Discrimination, “any dissemination of ideas based on racial superiority or racial hatred, any incitement to racial, national or religious discrimination and any act or incitement to such acts of violence committed against any race or any group of color or origin any other ethnicity, as well as any assistance to racist activities, including their financing, is a crime punishable by law.”
